State of exception declared following massacre inside prison

At least 100 have been killed and 80 left injured in a massive riot that broke out between the inmates of the Litoral penitentiary in Ecuador. The violence prompted President Guillermo Lasso, on September 29, to decree a “state of exception” in the country’s prison system. The state of exception gives the government the power to suspend public rights and use public security forces to restore normalcy. Following the declaration of emergency, there has been a heavy deployment of soldiers inside the prisons.
