Having spent nearly a decade in occupation prisons, Hammouri was most recently placed under administrative detention in March. In 2020, Israel revoked his residency status, an often-used tool of ethnic cleansing deployed against Palestinians in East Jerusalem.

The report by UN special rapporteur Francesca Albanese states that the world has failed to hold Israel accountable for its continued violations of international human rights laws and its apartheid policies in the occupied Palestinian territories 

Hammouri is currently being held in illegal administrative detention in Israel based on secret evidence following a violent raid at his home on March 7. The activist had recently challenged the illegal revocation of his Jerusalem residency status by the Israeli interior ministry
